The Army plans to transfer Army Pfc. Bradley Manning, charged with leaking classified military information in the WikiLeaks incident, to a new Joint Regional Correctional Facility at Fort Leavenworth, Kan., Jeh C. Johnson, the Defense Department's general counsel, announced today.
