Testifying on Capitol Hill, the Army's senior uniformed officer put forward a blunt message to Congress, Jan. 28, saying that, "as sequestration looms in 2016, I am truly concerned about our future and how we are investing in our nation's defense… we do not want to return to the days of a hollow Army."
