President Barack Obama signed House Resolution 3304, Dec. 26, 2013, which provides pay and bonuses for U.S. service members, enhances counter-terrorism efforts overseas, builds security capacities of key U.S. partner-nations, expands efforts to prevent sexual assault and strengthens protections for victims.
